Xin'an County is part of Luoyang City, Henan Province, China, located in the western part of Henan Province, with a total area of about 1,160 square kilometers. Located on the south bank of the middle reaches of the Yellow River, the county enjoys a warm temperate continental monsoon climate with four distinct seasons. As of 2020, the resident population is about 500,000, predominantly Han Chinese.
Xin'an has a long history, with human activities as early as the Neolithic Age, and is an important part of the Heluo culture. The county has national cultural relics protection units such as the Han Hangu Pass and the Thousand Tang Zhizhai, which is famous for its collection of epitaphs from the Tang Dynasty, known as the "Stone Book of the Tang Dynasty". Traditional folklore, such as Yu opera and paper-cutting, has been preserved to this day.
