Deva is the capital of Hunedoara County in western Romania, located on the banks of the river Mureş, with a population of about 60,000 people. Haicheng City is located in the south of Liaoning Province, China, under the city of Anshan, in the transition zone between Liaodong Peninsula and Liaohe Plain.
