The cooperation focuses on border trade, energy development, agricultural science and technology, culture and tourism, such as promoting cross-border infrastructure construction and deepening agricultural technology exchanges with cities in the Far East of Russia, and carrying out joint projects with Japan and South Korea in the fields of ice and snow tourism and environmental protection, which will help build the international brand of "Ice and Snow is also a mountain of gold and silver". The network of friendly cities has not only broadened the opening up channel of Heilongjiang, but also injected international power for the synergistic development of the region.
