Hulan District is located in Harbin City, Heilongjiang Province, China, in the southern part of the Songnen Plain and on the northern bank of the Songhua River, and is one of the nine municipal districts under the jurisdiction of Harbin City. It has a total area of about 2,156 square kilometers and a population of about 600,000 people.
