Fucheng County is located in the southeastern part of Hebei Province, the easternmost part of Hengshui City, at the junction of Hebei and Shandong provinces, in the hinterland of Heilonggang Basin, and adjacent to Dezhou City of Shandong Province in the east. As a county under the jurisdiction of Hengshui City, with a total area of about 680 square kilometers and a population of more than 500,000, Fucheng County is a typical agricultural county in the North China Plain. The terrain within the flat, temperate monsoon climate, Busan River, Qingliang River and other rivers through the territory, providing sufficient water for agricultural development.
