Deva is the capital of Hunedoara County in western Romania, located on the banks of the river Mureş, with a population of about 60,000 people. Xiaoyi City is a county-level city under the administration of Luliang City in Shanxi Province, located at the southern edge of the Jinzhong Basin and the eastern foot of the middle section of the Luliang Mountain Range, and named for the culture of "filial piety" and "righteousness". It is the only city in China named after "Xiaoyi". With a long history, Xiaoyi was established as Guayan County during the Spring and Autumn Period, and then it went through changes and was abolished as a county and set up as a city in 1992.
