Deva is the capital of Hunedoara County in western Romania, located on the banks of the river Mureş, with a population of about 60,000 people. Gaghdach is the seat of the Daxinganling district administration of China's Heilongjiang province, located in the southeastern foothills of the Daxinganling mountain range, administratively subordinate to Heilongjiang province, but geographically bordering the Inner Mongolia Autonomous Region, Gaghdach is the political, economic and cultural center of the Daxinganling region.
